Secondly, range of similarities and differences are perceived in the sets of rules constraining the language structure of Auslan and English. In the same manner, the wrong ordering of signs will affect the fluency of the language. For instance, the linear English sentence ‘many black cars have disappeared’ will be signed as MANY-BLACK-CAR-DISAPPEAR (Johnston & Schembri, 2007). In this example, it is important that the determiner (MANY) and adjective (BLACK) are situated before the noun (CAR) (Johnston & Schembri, 2007). The Importance of Regional Language in Education
Regional language is a term used to refer to a language that is spoken by a sizeable number of people but is not the de facto language of communication in the rest of the country. A language is considered regional when it is mostly spoken by people who reside largely in one particular area of a state or country.
The status of regional language is often given to languages that satisfy two main criteria:
- The language is used by people who have a population less than the majority of the state or nation
- It is not the official language of the country.
Even though Article 343(1) of the Indian Constitution states that “the official language of the Union shall be Hindi in Devanagiri Script”, there are 22 officially recognized languages in the country which include:
Significance of Regional Languages Pre-Independence
The vernacular press played a significant role in the Indian Freedom Struggle. The first revolt of Indian Independence, largely attributed to the work of Mangal Pandey and the ‘Sepoy Mutiny’, was the first organized revolt against the British by patriotic Indians. With the first vernacular press being established only 1 year shy of 4 decades ago, the regional language newspapers and other written media started largely propagating the same nationalistic vigor through vernacular media. This became quite a large movement, and a lot of local Indian folk started raising their voices. In an attempt to quell this rising wave of nationalistic sentiment, the British passed the Vernacular Press Act in 1878, which Indians dubbed ‘the Gagging Act’ because it was a law that regulated press freedom in the country and applied to the vernacular medium alone. However, it was repealed in 1882, following which the nationalistic fervor of the country steadily grew. Some of the most popular vernacular media at the time include the Bengal Gazette, Kesari, Paridasak, and Moon Nayak, among others.
Why Teach Regional languages
In a scenario where the entire world is rapidly globalizing, what significance does regional language have? Shouldn’t we be focusing on teaching students and making them fluent in global languages like English and Spanish? This is quite a compelling question, but the answer to it requires careful pragmatic analysis of the spread and reach of those languages in the inner workings of a country and how much effort needs to be put into retraining the majority of the working population in that language - which not only requires an additional blog but a lot of linguistic and cultural research put into studying this subject, which is not the subject of this blog.
This is presented not as a counterargument to the claim mentioned above, but rather as an alternative approach to its opposite paradigm - what’s the advantage of learning regional languages ?
Helps People Connect With The Language’s Culture
Every regional language, especially in a pluralistic society like India with a history of over 5000 years, has a rich detailed history in each language. As far as people who do not know this language are concerned, that language and its culture are completely inaccessible to them. Teaching regional languages to students means that they will have the ability to get an insider’s perspective of the hidden knowledge and culture behind the veil of that language.
Culture in this context is not just restricted to literature - it extends to different aspects like dance, music , sculptures, architecture, and so on.
Easier Communication for Education
Education is something that has the unique juxtaposition of having an industrial scale in structure, while at the same time being highly personal by nature. This causes cognitive dissonance among learners, especially in students who might not be comfortable with the medium of education being English . Regional language can fill this gap with the teacher explaining the subject in the language so that the student can understand the basic concept behind the subject and reproduce it in the exam in their own words.
Knowing an Extra Language
The more languages you know, the more the number of people you will be able to effectively with. There is no shame associated with either knowing or not knowing a language, but it would be better to know as many languages as possible for a more wholesome and holistic all-round education.
As you can see, regional languages have, are, and always will play an important role in the socio-economic and political situation of a nation as well as the educational advancement of a country’s society. It can really bring together people of a community and help them connect with each other better.
This is not an attempt at glorifying a particular regional language or playing down the importance of national languages but is rather a reminder to connect with one’s roots and understand the cultural relevance and historical significance of something that is simply considered one’s mother tongue - there is a lot more power to knowledge than meets the eye.

Why in News?
Recently, the Chairman of the University Grants Commission (UGC) emphasised that early initiation of learning a mother tongue is important for a child’s creative thinking.
What are Regional Languages?
- A language is considered regional when it is mostly spoken by people who reside largely in one particular area of a state or country.
- Article 343(1) of the Indian Constitution states that the official language of the Union shall be Hindi in Devanagiri Script.
What is the Need for Regional Language?
- To remove the dilemma regarding giving preference to English language rather than any vernacular language and let the child think naturally in their own mother tongue.
- There was a need to change our attitudes , so that when someone asked a question in a class in a regional language, they should not feel inferior.
- Performance in science and math, in particular, has been found to be better among students studying in their native language compared to English.
- Poor grasp of English has been tied by many educationists to dropout rates at the premier engineering education institutions as well as poor performance of some students.
- Additional Benefits for the Less-Advantaged: This is especially relevant for students who are first-generation learners (the first one in their entire generation to go to school and receive an education) or the ones coming from rural areas, who may feel intimidated by unfamiliar concepts in an alien language.
What are the Initiatives taken by the Government for the Promotion of Vernacular Languages?
- The University Grants Commission is in talks with various regulatory bodies such as Bar Council of India for promotion of vernacular languages, therefore, a committee had been formed under former Chief Justice of India which would look into how institutions could provide legal education in local languages.
- Further, It is also working with the High-Powered Committee on Indian Language Development established by the Ministry of Education to identify experts as well as 10-12 disciplines so that books could either be translated or written afresh.
- The regulatory body was aiming at preparing 1,500 books in regional languages in the next one year across different disciplines.
- The Commission for Scientific and Technical Terminology (CSTT) is providing publication grant towards the publications of University Level Books in regional languages.
- The National Translation Mission (NTM) is being implemented through the Central Institute of Indian Languages (CIIL).
How would Regional Language be Promoted in Education?
- Either institutes would adopt a regional language as a medium of instruction or it would serve as a learning aid for students in English medium who may not be proficient in the language.
- Use of Technology: There was artificial intelligence-based technology available to enable real-time translations that would be seen in classrooms in the future.
- National Education Policy: The National Education Policy 2022 lays emphasis on promoting mother tongue which should be a medium of instruction at least till class fifth or class eighth and after which it should be offered as a language.
- It also urges universities to develop study material in regional languages.
What are the Constitutional Provisions related to Regional Language?
- Article 345: The legislature of a State may by law adopt any one or more of the languages in use in the State or Hindi as the Language or Languages to be used for all or any of the official purposes of that State.
- For example - If two or more States agree that the Hindi language should be the official language for communication between such States, that language may be used for such communication.
- Article 347: It gives the President the power to recognise a language as an official language of a given state, provided that the President is satisfied that a substantial proportion of that state desires that the language be recognised. Such recognition can be for a part of the state or the whole state.
- Article 350A: The facilities for instruction in mother-tongue at the primary stage.
- Article 350B : It provides for the establishment of a Special Officer for linguistic minorities.
- Article 351 : It gives power to the union government to issue a directive for the development of the Hindi language.

- The Constituent Assembly of Pakistan, in its session at Karachi on 23 rd February, 1948 proposed that the members would have to speak either in Urdu or in English at the Assembly. Dhirendranath Datta, a member from the East Pakistan Congress Party, moved an amendment motion to include Bangla as one of the languages of the Constituent Assembly. In the same year, the Government of the Dominion of Pakistan ordained Urdu as the sole national language, sparking extensive protests among the Bengalispeaking majority of East Bengal.
- The students of the University of Dhaka and other political activists defied the law and organised a protest on 21 st February, 1952. My emotional attachment to English language is strengthened by my ability to indentify with the language. English, just like many other languages has a language cluster. The cluster includes but not limited to idioms, variation in languages, intonations, styles, and they form part of social variations. Dialect is a term used to describe the influence of the regional or social background on vocabulary use. The study of dialects is called Dialectology, it entails studying the geographical and social diversities of language, as well as the speech convention of the number of people who share the norms for the language use. Interaction between people of different dialects has lead to various changes in the development of the language with different ways of speaking arising. It is through this different ways of communicating that different assents have arisen. Accent describes the features of pronunciation that shows the social identity as well as the regional one. My dialect of English gives me the accent that I use in communicating and it is like my identity of my community (Lave, 1991). Registers and style are the other variety of English language. By description, a register, which is also called a style, is used in particular social set up or setting. A setting defines social recognized events like a baby talk or even registers used when people are joking. Professions of a particular field are also known to use a certain register, which is also called jargon. In English, there are many jargons in many professions that ranging from medicine, Information Technology, just to mention a few. Different situations calls for different registers been used, the choice of the register to use is determined by the set up, the topic of discussion and the relationship linking the different speakers. Shifting of registers is also common as the perception about the event changes. For example, is a friend may call another friend in the office phone assuming the one been called is the receptionist the first few words sound official, with the continuation of the conversation the register set up may change. Registers are significant to me since they define the way I address different people in different situations and for different reasons (Ottenheimer, 2006). Idiolect is another variety of English language; it is a language that one uses which is typical to him/her. Idiolect among individuals is affected by the encountering regional and social directs, registers in a certain profession as well as encountering people of different languages. Knowledge of idiolect is like having knowledge of some new language or grammar in some ones mind. Interaction with many people of different social background has enhanced my English such that I can be comfortable among a conversation between people of different background. Therefore, due to the interaction I may consider my English more diverse (Ottenheimer, 2006). English language also has a standard variety: it is the standard language used by social institutions. Many people deem this as the most “correct” language and highly valued by the community. Being the most acceptable language gives it an upper hand against the non-variable languages and considers the dialect of that language. My knowledge of the standard variety of English helps me know whatever dialect to use especially when communicating to a group of people.

English language has gone through much transformation due to interaction between it and other languages. However, it does not mean that the standard variety should change to suit these changes its only fair that though we have all these dialects we still maintain a standard variety that every one can relate with.

Short essay on the Regional Languages of India
Each State Legislature is empowered under Article 345 to adopt any one or more of the languages in use in the State for all or any of the official purposes of the State concerned. But so far as communication between a State and the Union or between one State and another is concerned, the official language of the Union will be the authorised language.
In order to protect the linguistic interests of minorities in certain States, the Constitution has incorporated a special provision. This is in addition to the cultural rights that are guaranteed as Fundamental Rights under Article 29 of the Constitution.
According to this, the President is empowered under Article 347 to direct a State Government to recognise a particular language for official purposes either for the whole or part of the State, if he is satisfied, on a representation made to him in this regard, that a substantial proportion of the population of the State desires such recognition.
This power in the hands of the Centre will help to curb any tendency towards linguistic fanaticism and the domination of a majority over linguistic minorities in different States.

The Chairman of the University Grants Commission (UGC) has emphasized the value of a child beginning to study their mother tongue at a young age for the development of their creative thinking.
- A language that has a sizable population but is not the official language of communication throughout the remainder of the nation is referred to as a regional language.
- When the majority of the speakers of a language are concentrated in just one particular region of a state or country, such language is referred to as regional.
- Even though Article 343(1) of the Indian Constitution specifies that Hindi in Devanagiri Script should be the official language of the Union
Need for Regional Language
- Eliminate Confusion: To eliminate the conundrum of favouring the English language over any other vernacular language and allow the youngster to naturally think in their own tongue.
- Colonial Mindset : We needed to alter our perspectives so that students who asked questions in regional languages in class would not be made to feel less intelligent.

- Higher Participation Rates : Due to parental comfort with the mother tongue and higher attendance, motivation, and speaking confidence among students who are studying in their mother tongue, as well as improved parental involvement and support in their academics.
- Numerous education experts have linked inadequate English proficiency to both student performance and dropout rates at prestigious engineering education institutes.
- Additional Advantages for the Underprivileged: Students from remote areas or first-generation learners—those who are the first in their entire generation to attend school and get a degree—who can feel overwhelmed by foreign concepts in a foreign language—should pay particular attention to this.
Initiatives are taken by the Government
- A committee was formed under the former Chief Justice of India to examine how institutions could offer legal education in regional languages. The University Grants Commission is in discussions with various regulatory bodies, such as the Bar Council of India, for the promotion of vernacular languages.
- Regional language courses have also been added by the All India Council of Technical Education at ten colleges .
- Additionally, it is collaborating with the Ministry of Education's High-Powered Committee on Indian Language Development to select experts and specialists in 10–12 different fields in order to either translate or rewrite books.
- The regulatory body planned to produce 1,500 publications in regional languages across many subjects in the upcoming year.
- The Commission for Scientific and Technical Terminology (CSTT) is funding the publication of university-level books in regional languages through publication grants.
- The Central Institute of Indian Languages is responsible for carrying out the National Translation Mission (NTM) (CIIL).
Regional Language be Promoted in Education
- Either regional languages would be adopted by educational institutions as a medium of instruction, or they would be used as a learning tool for English-medium students who might not be fluent in the language.
- Technology : In the future, real-time translations in classrooms would be possible thanks to artificial intelligence-based technology.
- National Education Policy: The National Education Policy 2022 places a strong emphasis on strengthening the mother tongue, which should be used as a language up to at least the fifth or eighth grade.
- Additionally, it exhorts academic institutions to create study materials in local languages.
Constitutional Provisions related to Regional Language
Article 345: in accordance with the requirements of articles 346 and 347, the legislature of a state may adopt hindi as the language or languages to be used for all or any of the state's official purposes , or any one or more of the languages now in use in the state..
- Article 346: The official language for communication between a State and the Union as well as between States is the language that is authorised for use in the Union for official purposes.
- For instance, if two or more States agree that Hindi should serve as their official language for communication, then such communication may take place in Hindi.
- According to Article 347 , the President may recognise a language as the official tongue of a particular state if he or she is convinced that a sizable portion of the population there favours doing so. Such recognition may apply to the entire state or just a certain region.
- Article 350A : The availability of mother-tongue instruction at the primary level.
- The installation of a Special Officer for linguistic minorities is provided by Article 350B.
- A directive for the advancement of the Hindi language may be issued by the Union Government under Article 351 .

In the essay “Newfoundlandese, If You Please,” Diane Mooney argues Newfoundland is made up of many different dialects dependent on what region you are in. She backs up her claims by sharing her observations and experiences from her travels throughout the province. In the essay printed by Pearson, Toronto Mooney believes that the different dialects are because of the various nationalities of the early settlers. Mooney also believes that different religious beliefs found in the region contribute to the dialect disparities.
Gloria Anzaldua's How To Tame A Wild Tongue
Although it is nearly impossible to get an entirely accurate count, there exist at least 6,500 languages (Leonard et. al., 59). Something tells me that if language were about something as simple as communication, that number would be smaller. In all actuality, people feel deeply connected to their native languages for another reason. A regional language is a language spoken in an area of a sovereign state, whether it be a small area, a federated state or province or some wider area. For example, India consists of 22 regional languages –Assamese, Bengali, Gujarati, Hindi, Kannada, Kashmiri, Konkani, Malayalam, Manipuri, Marathi, Nepali, Oriya, Punjabi, Sanskrit, Sindhi, Tamil, Telugu, Urdu, Bodo, Santhali, Maithili and Dogri.
Why are Regional languages important?
Most regional languages make up the mother tongue for children. Research has proven that kids who learn in their mother tongue develop a better sense of critical thinking. Learning of the mother tongue happens naturally through interactions and without pedagogical interventions.
What History says:
During the Mughal period, regional languages developed due to the patronage extended to them by the local and regional rulers. Various regional languages, for instance, Persian, Gujarati, Bengali, Oriya, Hindi and Rajasthani etc developed in the reign of Akbar and other regional rulers.
We can substantiate it by several examples where in North India Akbar started keeping revenue records in local languages and the Southern parts also followed the same till their extinction. Several works like Mahabharata and the stories of Radha and Krishna etc were also translated in regional languages which throw light on their significance at that time.
There has been a massive change in almost every place due to the internet. The global economy is shifting from the English speaking world and the use of diverse foreign languages on the Internet has changed in the last few years for global communication and for commercial purposes. Social media giants such as Facebook, Twitter and Google are allowing users to correspond through local languages. In Latin America, the use of Spanish and Portuguese is rising, and in South Asia, Hindi and Urdu are gaining popularity. Thus the internet is making a wondrous shift in the growth of regional languages.
Growth of Regional Languages during Lockdown:
In the post-COVID world, people will spend their maximum time at home and the “family” is likely to stay more connected for the foreseeable future in the 21st century. However, the linguistics of communication will be totally different for home conversations between families, during online classroom education for students and while working from home for professionals. Therefore, as the world prepares itself for radical lifestyle changes, it will also have to radically alter the way it communicates. In this changing global linguistic culture, only those regional languages that adapt to the transformations would be able to survive .
Just as it is essential to maintain the importance of mother tongue, it is also necessary to understand and learn regional languages. Therefore more emphasis should be given so that everyone is aware of the significance of regional languages. Educational institutions should teach these regional languages interestingly and the government should adopt policies to restore these regional languages since these are the heritage of a nation.
